Topicalities in EU civilian missions discussed in Riga

On 4-5 June, the meeting of the Committee for Civilian Aspects of Crisis Management (CIVCOM) took place in Riga. Discussions focused on topical issues related to the planning and conduct of the EU's Common Security and Defence Policy (CSDP) civilian missions, and the participation of civilian experts from Member States to these missions.

Special attention was given to promoting the effectiveness, visibility and impact of these missions - one of the priorities of the Latvian Presidency in the area of CSDP.

Delegates of the EU Members States also met with representatives from the National Defence Academy of Latvia and the Dog Handling Service of the National Border Guard College and learned about their work and international cooperation, and their participation in international projects and missions.

All EU Member States are represented in the Committee. CIVCOM is an advisory body for the Political and Security Committee (PSC). The Committee's main task is to provide information, draft recommendations and give advice to the PSC on civilian aspects of crisis management under the CSDP. It mainly focuses on issues related to the CSDP civilian missions deployed to different crisis regions (such as Ukraine, Georgia, Libya, Mali, Somalia) where the EU provides assistance to state and local institutions in the area of police, rule of law, border security, etc.

CIVCOM is permanently chaired by the European External Action Service. Sessions are held in Brussels, but every six months an informal meeting takes place in the Member State holding the presidency of the Council of the EU.
