Agenda highlights

• Investment plan: European fund for strategic investments. Ministers will take note of an agreement that the Council and the European Parliament reached on 28 April on a regulation on the European fund for strategic investments. The regulation is part of the Investment plan for Europe.

European fund for strategic investments

• European Semester. The Council is expected to approve country-specific recommendations on the member states' economic and fiscal policies, as well as a recommendation on broad economic policy guidelines.

European Semester in 2015

• Banking and capital markets. The Council will take stock of the implementation of the banking union legislation, and is expected to adopt conclusions on the establishment of a capital markets union. It may also be called on to agree on a proposed reform of banking structures.

Banking union

• Taxation. The Council will be called on to agree on a directive on interest and royalty payments, which is intended to prevent corporate tax evasion. The ministers will also discuss a proposal on tax rulings, aimed at improving transparency in the assurances given by member states to companies about how their taxes will be calculated.

• Other items. The Council is expected to take decisions under the excessive deficit procedure. It will also hold a discussion on further strengthening of the economic governance in the euro area.
