Agenda highlights

• European fund for strategic investments. The Council will be called on to agree on a proposal for a European fund for strategic investments. Establishment of the fund is part of the Investment plan for Europe, aimed at boosting growth in the EU.
• Banking union. The Council will take stock of implementation of EU's banking union. The European Commission will inform ministers on how the bank recovery and resolution directive is implemented and will give an update on the ratification of the intergovernmental agreement on the single resolution fund.
• European Semester. The Council will discuss the Commission's reports on the member states' economic policies, prepared as part of the European Semester.

The Council is expected to adopt a recommendation extending the deadline for France to correct its deficit under the excessive deficit procedure.
