The meeting is jointly organised by the Latvian State Education Development Agency and the European Commission (EC) and will host delegates from the EU member states, EU candidate states as well as representatives from the European Economic Area, the EC and various international institutions and organizations.

During plenary meetings ELGPN members agree on the Work Programme, endorse and review the progress and review the Network's governance and processes where appropriate. The 17th Plenary Meeting will focus on ELGPN Work Streams on career management skills (CMS) and Quality Assurance and Evidence-Base Framework (QAE Framework). Time will also be allocated to discussion on future structured European co-operation on lifelong guidance policy development.
