Needs for people with disabilities in disaster management to be emphasised at global level

As part of the Latvian delegation, Chief of State Fire and Rescue Service of Latvia (SFRS) Oskars Āboliņš will take part in the Third UN World Conference on Disaster Risk Reduction in Sendai, Japan on 14-18 March.

At the conference the Latvian delegation will present the Council conclusions on disability inclusive disaster management developed during the Presidency and approved at the Justice and Home Affairs Council on 12 March. They constitute the EU commitment and action geared towards strengthening the interests and rights of persons with disabilities in disaster management.

“Before the Latvian Presidency we set an ambitious goal – give prominence to the needs for people with disabilities in disaster management at EU and global level. Our participation at the UN conference proves that the work done during the Latvian Presidency gives a significant contribution at a global level, and Latvia is on the same page on civil protection and disaster management as the rest of the world,” expressed SFRS Chief Oskars Āboliņš.

On 15 March the Latvian delegation will speak at a forum on “The needs for persons with disabilities in disasters and action encompassed in the new post-2015 framework for Disaster Risk Reduction” and ministerial round-table discussion on “International Cooperation in support of a post-2015 framework for Disaster Risk Reduction”. On 17 March they will speak at a seminar on “The role of persons with disabilities in risk reduction strategy”.

The World Conference will bring together several thousand representatives from state institutions, local governments, international organisations and NGOs who will participate in seminars, round-table discussions and other events.

The United Nations General Assembly Resolution for 2013 on International Strategy for Disaster Reduction states that the World Conference will result in a concise, focused, forward-looking, and action-oriented outcome document that will help in reducing impacts of the disasters.
